Garfield High School and Roosevelt High School Garfield High School and Roosevelt High School are both Program Improvement 5 schools that have been on the program improvement list since the inception of the list. The East Los Angeles Chapter has worked for a year organizing around improving Roosevelt and Garfield, including working with the Mayor with his family of schools initiative. Recently the chapter has elected to push a reform plan for Garfield High School and has decided to demand that the mayor include the Parent Union in any existent plans for Roosevelt High School.
